ABOUT
History of the School
Madridejos Community College (MCC) was founded and created by virtue of Municipal Ordinance No. 006,
Series
of 2005 as the first local community college in Bantayan Island to blaze the
trail of tertiary education in town. Its founder was the former municipal mayor of Madridejos, Hon.
Lety V. Mancio. The school started its operation in June 2006 [Municipal Ordinance No. 003, Series of
2009].
The municipal resolution creating Madridejos Community College was passed by the members of the
Sangguniang
Bayan [SB], headed by the former Vice Mayor Hon. Virgilio A. Atienza,
presiding officer; Hon. Delfin V. Santillan; Hon. Emelita M. Gabito; Hon. Randolph G. Rivera; Hon.
Ricline C. Asenstista; Hon. Isaias F. Bacolod; Hon. Reynaldo R. Mansueto; Hon. Bernabe M. Compra, Sr.-

In September 5, 2005, the Sangguniang Bayan, created the Interim Board of Trustees [IBT], with the
following

This College on the island of Bantayan, is located Northwest of Cebu. To reach Bantayan
Island, one must travel by boat from Hagnaya Port in San Remigio to the port of the Municipality of
Sta. Fe. From Sta. Fe, one must travel more than 22 kilometers to reach Madridejos, passing
through the business center of the island, the Municipality of Bantayan. The town of Madridejos
was originally called as “Lawis,” which means the endmost part of the island.

College Users

Public Users
Students, professionals, employees, civic organization members, out of school
youth, may be allowed to enter the LRC upon presentation of I.D. or referral letters
from their respective head. However, a prescribed Library Permit Fee shall be re
quired in the amount of P50.00 per entry. Payment shall be made at the Cashier’s
Office and the Official Receipt shall be submitted to the LRC for service. Strictly over
night use of LRC materials is not allowed.
Proper LRC Conduct
The following general rules are to be observed when entering the LRC.
- Observe silence. Idle conversation, loud laughter, and other unnecessary noise
must be
avoided.
- In order not to annoy other LRC users, activities such as eating, sleeping,
doing
projects particularly for art education, accounting are str
- Keep the LRC clean. Do not litter tables or floor with waste paper and others
scraps. Use the wastebaskets provided for the purpose
- Keep things in order. Push your chair under the table when you leave the
LRC.
- Handle books and other materials with great care. They are intended to serve
many users.
- No student should ever commit such acts as hiding or stealing books and other
LRC
properties, nor tearing out of pages, or mutilating them.
- Books intended for use at the reading area only, must not be taken out from
the LRC without the proper knowledge of the circulation in-charge.
- Bags, folders, big envelope, overcoat, umbrella, etc. should be deposited at
the
control counter before entering the LRC.
- Return catalog trays, books, periodicals and chairs to the proper places after
using them. Do not pull-out catalog cards on the catalog trays
- Repeated violation of LRC rules and misconduct is justification for the
curtailment of the library privileges.
- Proper attire. Every student should enter the LRC with proper attire. No
wearing
of slippers, shorts, sleeveless dresses and any cap or hat.
- Respect. Every student should respect LRC property as well as each other’s
right at all times. He/she should not write on notices nor take away posted information and
announcement on the LRC Bulletin Board
- A user shall seek written permission from the head librarian one day before
using the LRC for an arranged service
Loan Policies
Bonafide Students
-
Every library user is required to present their validated personal ID every time he/ she borrows books and other LRC materials at the loan/circulation counter.
User should affix their signature at the book card bearing the same title and Library ID.
Library user should not leave the counter unless all pages of books are inspected. A penalty will be imposed for torn pages upon return.
- Library ID and the book card are properly received by the circulation in charge before leaving the area upon returning of books and other library materials.
- Students can borrow one reserve book for one-hour use within the LRC. Extension for additional hours is granted unless there is no prior request by other users for the same title of books. They may be borrowed overnight or home use.
- Non-reserve book or reference book/filipiniana can be borrowed at three titles for home use for three days and renewable for another three days and for many times as long as there is no user’s requesting for the same title.
- Fiction Books (novels) can be borrowed one title at a time, anytime of the day for seven days and renewable for another seven days, and for many times as long as there are no users requesting for the same title of books.
- Borrowing a single copy book is allowed for classroom or reportorial use on condition that borrower would secure written permission from his / her respective instructor.
- Overnight books are allowed to be taken out from 3:00-5:00 P P.M Monday to Saturday. The reserve books are to be returned the following day on or before 9:00 o’clock A.M. and on Saturdays are to be returned on Monday at 8:00 o’clock A.M.
- A user is allowed a maximum of there (3) times overdue beyond which the borrowing privileges are suspended for a period of one month.
Faculty Member
- A Faculty member/employee is issued a library card from the Office of Librarian to borrow books, non-books and electronic resources, provided, he/she observes the LRC policies, rules, and regulations.
- A Fulltime faculty member can borrow for a maximum of five (5) titles of books in subject load relevant to the actual subjects taught in a current semester. Likewise, an approved semestral subject load shall be submitted for official issuance of books. The borrowed books are to be returned every end of the semester for inventory purposes and can be renewed / reborrowed as long as no other users will borrow the same title of books. However, other titles like single copy books which are used as textbooks may be borrowed for overnight use at 3:00p.m.-5:00p.m. and should be returned the following day on or before 9:00a.m.
General References such as encyclopedia/s, dictionary/ies, almanacs, atlases, handbooks and periodicals are strictly used inside the LRC only. Likewise, unpublished materials like theses and dissertation books are not for home use and photocopying of the same is not allowed to protect the Intellectual Property Right of the Author, per R.A. 8293, (Intellectual Property Code of the Philippines). Jan 1, 1998.
- The LRC offers other services of which the faculty members /employees can avail such as photocopying, book search, bibliographic service upon request, study carrel service, and electronic printing. It also provides electronic resources such CD ROM, Internet, Databases and the Web.
- Par timer faculty member may borrow books upon presentation of approved subject loads from the Office of the Dean/Registrar, and for every borrowed title of books shall be countersigned by their respective Dean before the release. However, they can only borrow one title per subject per semester.
- A written permission shall be secured from the office of the head librarian before the class shall be instructed for library research as long as rules and regulations are observed.
Student Library ID Card / Access Card
- Every student should register at the library upon enrollment and submit 1x1 ID pictures for library card and for E-library Patron ID.
- Properly validated Personal ID-is non –transferable. Nobody is allowed to borrow somebody else’s ID Card to enter the library and to borrow books.
Fines and Penalties
- Delinquent borrowers should pay their accounts directly to the casher If the amount is more than twenty-five pesos (P25.00). Official receipt is given back to the circulation in charge for record purpose. Fines below twenty-five pesos (P25.00) should be paid to the circulation in charge and temporary receipt will be issued subject to be remitted to the finance office every week end.

Anyone caught using somebody else’s ID is subject to a disciplinary action which would mean the following;
- First Offense- a fine of fifty pesos (P50.00) pesos for both borrower / holders.
- Second Offense- a fine of one hundred pesos (P100.00) and non-admittance to the LRC and its materials for one week.
- Third Offense- a fine of one hundred fifty pesos P150.00 and suspension of LRC privilege for one (1) month.

Fine is imposed to delinquent borrowers with the following rates:
- RESERVE BOOK - P5.00 for the first hour and 3.00 for the succeeding hours and a total of P 35.00 for the whole day including Saturdays Sundays and holidays.
- FICTION & NON - RESERVE BOOK - P10.00 per day including Saturdays, Sundays, and Holidays.
The users shall always watch for the monthly REPORT ON THE LIBRARY FINES post ed at the Bulletin Board of the LRC.
LOST AND DAMAGED BOOKS
When a borrowed book is lost the borrower should immediately report the loss to the librarian or library personnel at the loan counter. Otherwise, if the books become overdue, the borrower will have to pay the overdue fines incurred until the day the lost book is reported, in addition to paying the current replacement cost of the book.
The borrower should pay, twice the current cost of the book / journals and magazines plus the fines incurred up to the time the lost material is reported in order to defray the ordering and processing expenses as well as to anticipate price increase.
Replacement is preferred provided that book is approximately of the same quality as that of the lost book with the same title. The borrower is given only one month to settle the obligation after the lost material is reported.
EXAMINATION WEEK
Students shall not be allowed to borrow any library material for home use one (1) week before the final examination. All borrowed materials within this date are intended for LRC USE ONLY. No special permission shall be honored after the last day of lending out of books.
STEALING AND/OR MUTILATING BOOKS AND OTHER LRC MATERIALS
These are serious offenses and will be dealt with more strictly.
Anyone found guilty of stealing and mutilating books, periodicals and other LRC material, will be liable to grave disciplinary action sanctioned by the school, depending on the gravity of the offense. In addition, he/she will be made to pay directly to the cashier a fine of P200.00 plus the current cost of acquiring replacement.
DISCIPLINARY MEASURES:
Violation of the rules and regulation of MCC Learning Resource Center Management System shall be referred to the Office of the Student Affairs Service (OSAS). The Librarian is however, empowered to report the case to the OSAS for due process.
